1. Introduction

TL 9000 (Telecommunications Leadership) is a new quality system standard of telecommunication industries. It is a standard enacted in QuEST Forum, and expanded, subdivided  from ISO 9000 to  telecommunication  industries.
   

TL 9000 certification seems to bel international obligation and provide a reorganizing moment on international supplying system of telecommunication products. TL 9000 certification will be first step to go into leading companies.

  

2. Structure of TL 9000 standard

  TL 9000 standard is consist of Book1 and Book2. Book1 is requirements of quality system, which included requirements of ISO 9001and Telecommunication industries. Book2  is requirements for performance measuring  and it described measuring method of performance indicator, calculating method, reporting method followed by each products characteristics.
 
2.1. Book 1 : TL 9000 Quality System Requirements
It is consist of ISO 9001 requirements and additional requirements. Also, it was divided into common (Hardware/Software/Service), Hardware/Software, Hardware/Service, Software/Service, Hardware, Software, Service.
   
2.2. Book 2 : TL 9000 Quality System Metrics
It is consist of 12 performance indicators including report method, calculating formulas of performance indicators.  Also, it was divided into common (Hardware/Software/
Service), Hardware/Software, Hardware/Service, Software/Service, Hardware, Software, Service.

 

3. Certification procedure

First stage
(Certification scope)
: Scope decision, identification of products category and performance indicators

 

     

Second stage (Registration) : Companies register to ASQ (The American  Society for Quality) as managemental agents of QuEST Forum

 

     

Third stage (Implementation) : Development and implementation of documented quality system in a place of business and collection of performance indicators(metrics) data

 

     

Forth stage (Gap-Analysis)

: Improvement which coincide with executive requirements for Gap-Analysis with TL 9000 by self or certification organizations

 

     

Fifth stage (Contract) : Preparation to field audit (preliminary audit in necessary)

 

     

Sixth stage (Identification of standard, recommendation)

: The companies should submit data a period of three month to QuEST Forum in the fewest more than a time before audit

 

     

Seventh stage (Field audit)

: Certification organizations recommend formal certification for field audit conducting and registration in order to register scope and standards.

 

     

Eighth stage (Registration)

: When audit come to an end successfully then certificate will be out, and the certificate will valid during three years
